Use the scenario as is or (better) customize it to your area.
For example, instead of a barge, a semi or ready mix truck could run off the road and plug a local creek.

We have been called up to assist in traffic and safety efforts after a barge came loose from a tow on the Mississippi River and ran aground at the mouth of Mad Creek, causing flash flooding up the creek.
You can volunteer to assist in traffic control or observing flooding. Detail your time using ICS214A INDIVIDUAL ACTIVITY LOG.

Start a new message and select Standard Templates > ICS USA Forms > ICS214A Individual Activity Log.
Include "EXERCISE" in the Incident Name (line 1.)
Your shift will run 6 hours (line 2.)
Your ICS Section is Operations/individual resource
Fill in at least 3 major events
As one more major event, enter your
call sign, first name, city or town, county, state, mode (Winlink HF, VARA FM, VHF packet, etc.)

Save a copy for later if you wish, then click "Submit" and follow the prompts.

In the message composition window, make sure "Send As:" is set to Winlink Message.
Check "Request message receipt" if you wish a confirmation message.
Set "To:" to WB0GAG or IAWINLINKSAT. Add any others you would like to receive the message.
Set "Subject:" to Iowa Winlink Saturday.

When you are satisfied with the message, click "Post to Outbox".

Send as normal. If you have no radio capability yet, use telnet.
